Vote quantities describe participation credited to nominees. They are not the same as unique people or payment transactions, especially when a transaction purchases multiple votes.

Reconcile before announcing results
Review confirmed transactions and credited votes, investigate exceptions and document the organizer’s result process. Public voting data should be interpreted according to the published award rules.
